Planning Applications are neither Posts nor Pages, and are created and edited entirely from the Dashboard. First, in the Dashboard, click Planning Applications:

Then click the Add New button:

The editing page for a Planning Application then appears. Everything that needs to be entered is in the Planning Application section of the editor:
